The Subsidy Program for Sustaining Small Businesses is "a subsidy of up to 500,000 yen (subsidy rate: 2/3) granted for initiatives such as developing new sales channels that are carried out based on a management plan."
Those eligible for the subsidy are:

| Service industry (excluding accommodation and entertainment businesses) | Number of regular employees: 5 or fewer |
| Accommodation and entertainment businesses within the service industry | Number of regular employees: 20 or fewer |
| Manufacturing and others | Number of regular employees: 20 or fewer |
The main eligible projects are:
・Creating and distributing new promotional flyers
・New promotional PR (advertising in mass media, advertising on websites)
・Procuring and distributing new promotional items
・Building an online sales system
and other so-called publicity expenses, as well as:
・Guidance and advice from branding specialists on new product development
・Reducing long working hours through guidance and advice from business improvement specialists
and other specialist fees. Eligible projects also extend to system development costs, machinery and equipment costs, and much more.
